Other than that, I say just deactivate a bunch of mods in bulk, keep restarting to see at what point it works, and then narrow down from there, disabling and reenabling the mods until you find the perp. Double check to make sure all the fixes are installed, and maybe just use the FOMM fork to reactivate TTW and the fix.

Lastly, do you have things like the Stutter Remover and Crash Preventer installed (and obviously NVSE and other preliminaries.)? I run TTW with 132 active mods right now, and aside from the fact that my PC is mediocre as hell and runs at around 20 FPS with an ENB, I don't have any issues in TTW. Another thing I would recommend is to look through any mods and uninstall anything that is just vanity with an ESP.
I believe the hard limit for ESPs and ESMs is 137, though it's varies wildly. Don't necassarily need to remove all the files, just the esp, and you can reapply it whenever you want to go back. Make sure you delete, or just move out, any inactive ESPs as well, because I believe they do count, though not as much. Does anyone who uses TTW might know how to fix this? I did't see any known bugs such as this on the TTW bug tracker website. When I start a new game and select to start the game in DC, the blood smear is on the screen but the AI are completely frozen, the character customization isn't happening and I don't know how to progress past this.
